Cape Town - A man who was recorded being assaulted in an alleged mob violence incident in Valhalla Park, in a video which is being shared in social media, has refused to open a case against his attackers.
The assault comes after he was accused of raping a child.
In the video circulating on social media, people are seen beating the man with wooden planks as he sits on the ground. He appears to be dressed in only a t-shirt, and his penis is tied with string to a pole next to him.
A woman at one point says she had beaten him "enough" with a hammer on his genitals.
People kick the man, who has numerous facial wounds, while the crowd also threatens to set him alight.
A child can also be seen on a woman's hip, witnessing the attack.
Provincial police spokesperson Lieutenant-Colonel Andre Traut confirmed the incident.
"It is alleged by the community that he sexually assaulted a child, but police have no record of any sexual cases in Valhalla Park or any rape suspect who is sought," he said.
Family transported the man to hospital and police, but he refused to open a case.
"We are looking into the circumstances surrounding the matter," Traut said.

ON THE Venn diagram of strange animal mating behaviours — from lobster golden showers to garter-snake orgies — duck sex is on the border between cartoonish and sadistic.
That’s right, our beloved mallards engage in some seriously disturbing mating behaviour.
The “dark side” of duck mating has its own chapter in the new book The Evolution of Beauty: How Darwin’s Forgotten Theory of Mate Choice Shapes the Animal World — and Us by Yale ornithology professor Richard O. Prum.
It’s a controversial subject, earning notoriety in 2013 after news leaked that the American government contributed $US400,000 to study the mating habits of ducks — dubbed “duckpenisgate” by Mother Jones.
But Prof Prum, recipient of a MacArthur “genius grant”, believes that understanding duck sex might better help us understand evolution. And it all begins with the duck penis.
Ducks, for one, are outliers within the avian population. Unlike 97 per cent of birds, ducks have penises — super-long ones.
They are among the best endowed (in terms of ratio of body to member) of all vertebrates. For example, the one-pound, foot-long Argentinian lake duck has the longest of all with a member that is four inches longer than its body.
Duck penises regrow every mating season. Once the season ends, the penis begins to shrink and regress until it’s 10 per cent of its full-grown size. They are stored inside the duck’s body, waiting to emerge only during copulation.
“The process generally resembles a cross between using your arm to evert a sweater sleeve that is inside out and unfurling the soft, motorised roof of a convertible sports car with a hydraulic drive,” writes Prof Prum.
And it only gets weirder.
The duck penis is not straight, but spirals counterclockwise (!) from its base to its tip. The Muscovy duck penis completes six to 10 full twists over its 20cm length.
“Like a selection of sex toys from a vending machine in a strange alien bar,” writes Prof Prum, “duck penises come in ribbed, ridged and even toothy varieties” to hook into a female’s reproductive tract, which is as long and convoluted as the penis.
Female reproductive tracts are full of twists and turns or, as Prof Prum puts it, “dead-end side pockets or cul-de-sacs,” and some spiral clockwise in the “opposite direction of the counterclockwise spiralling duck penis.”
Here’s where evolutionary biology and mate selection comes in — and where the story gets dark.
Many duck species skew male, meaning females can be pickier in their choice of mate.
For a male duck to land a female, he must boast colourful plumage plus have an elaborate dance mating ritual and beautiful mating calls. In other words, he needs to be a beauty, plus a great singer and dancer.
Most males don’t measure up. So what’s a mediocre guy to do?
Forced copulations are “pervasively common in many species of ducks,” writes Prof Prum.
These are socially organised “gang rapes” that are “violent, ugly, dangerous and even deadly” and even sometimes end in the death of the female.
This represents a “selfish male evolutionary strategy that is at odds with the evolutionary interests of its female victims and possibly with the evolutionary interests of the entire species,” Prof Prum writes.
To spread their seed, these ducks are upsetting the natural order of selection.
But the females have mounted their own counter-defence with an increasingly elaborate anatomy — including, in some cases, sharp turns in her reproductive canal that act almost as teeth, making it harder for ducks to inseminate during forced copulations.
“Male ducks had evolved penises that would enable them to force their way into an unwilling female’s vagina, and the females in turn had evolved a new way — an anatomical mechanism — to counter the action of the explosive corkscrew erections of male ducks and prevent the males from fertilising their eggs by force,” writes Prof Plum.
This helps explain why duck vaginas are so elaborate and why duck penises have evolved to keep up — a kind of sexual evolution arms race called antagonistic coevolution.
It’s pretty depressing to know how those ducklings are made. But it’s not all bad, Prof Prum adds. Some ducks and most birds have called off the arms race and dispensed with a penis entirely — no more forced copulations, no more elaborate reproductive tracts.
Instead, female and penis-less male birds rub their cloaca (openings that house testes or ovaries) together in what’s called a “cloacal kiss” — an act that shows the power of natural selection. And how both beauty and brutality guide evolution.
Women, especially when they get older, shit and stink, and when they shit anyway, and they enslave men, and are ugly, and they fuck around when they have the opportunity. No such problems with sex dolls, and they don't shit. Let's invest in a future without women.

Mucuna bean (Mucuna pruriens) starch was isolated and subjected to chemical modification by oxidation and acetylation. The proximate analysis of the non-starch components of the native starch on a dry weight basis was 92 g kg−1 moisture, 5 g kg−1 ash, 2 g kg−1 fat, 7 g kg−1 crude fibre and 19 g kg−1 protein. Chemical modification reduced the values for all the non-starch components except the moisture level. For all the samples, swelling power and solubility increased as the temperature increased in the range 50–90 °C. The swelling power of mucuna native starch (MNS) and mucuna acetylated starch (MAS) increased with increasing acidity and alkalinity, while that of mucuna oxidised starch (MOS) only increased with increasing pH in the acidic range. The maximal solubility of all the starches was observed at pH 12. All the starch samples absorbed more oil than water. The lowest gelation concentration followed the trend MAS < MNS < MOS. Chemical modification reduced the gelatinisation temperature (Tp), while peak viscosity (Pv), hot paste viscosity (Hv) and cold paste viscosity (Cv) decreased after oxidation but increased following acetylation. The setback tendency of the native starch was reduced significantly after chemical modification. However, the breakdown value of MNS, 65 BU (Brabender units), was lower than that of MOS (78 BU) but higher than that of MAS (40 BU). Differential scanning calorimetry studies of gelatinisation and retrogradation revealed that chemical modification reduced the onset temperature (To), peak temperature (Tp) and conclusion temperature (Tc). Oxidation and acetylation reduced the gelatinisation and retrogradation enthalpies of the native starch. The enthalpy of retrogradation of the starches increased as the length of storage increased.

KUALA LUMPUR, April 14 — For better or worse, Tasek Gelugor MP Datuk Shabudin Yahaya’s recent remarks in Parliament has cast a spotlight on child marriages in Malaysia.
With the country aiming for first world nationhood, should marriages of minors be allowed to continue? There have been arguments for and against this practice, with child development advocates heavily in favour of ending it.
To help you understand this issue better, Malay Mail Online has compiled a list of the facts and figures that you should know:
1. What does the law say?
Malaysians are only considered an adult by law when they turn 18, but the legal age applicable on matters like when they can have sex and get married is a different thing altogether.
The age of consent for sexual intercourse in Malaysia is 16, which makes sex with any woman below age 16 a crime, regardless whether they consented to it or not, and punishable by law. However, marital rape is not a crime in Malaysia.
Children are actually allowed to marry under existing Malaysian laws. The legal age to marry also depends on whether you are Muslim or non-Muslim.
Under the Law Reform (Marriage and Divorce) Act's Sections 10 and 12, non-Muslims can only be legally married if they are aged at least 18 and will require parental consent for marriage if they are still below 21. Under this law, they are considered minors if they have yet to turn 21 and are not widows.
But the same law provides for an exception, where a girl aged 16 can be legally married if the state chief minister/ mentri besar or in the case of the federal territories, its minister, authorises it by granting a licence; as are ambassadors, high commissioners and consuls in diplomatic missions abroad.
As for Muslims, the minimum legal age for marriage in the states' Islamic family laws is 18 and 16 for a male and female respectively, but those below these ages can still marry if they get the consent of a Shariah judge.
Local Islamic family laws do not list the factors that Shariah courts need to consider before approving underage marriages or impose a limit on how young a Muslim can be married under this exception.
But Shariah Lawyers Association of Malaysia deputy president Moeis Basri told Malay Mail Online that Shariah courts are bound by Shariah laws regardless of whether they are codified.
In practice, he said this means that Shariah judges will exercise their wide discretionary powers to consider all relevant factors before deciding whether or not to approve underaged marriage. This includes looking at physical signs showing puberty such as menstruation in the girl, and also the level of maturity in both the child bride and groom to be.
“Under the Shariah law, only (a) person that has attained age of puberty can get married. The age of puberty may differ from one person to another. This is one of the things that any application for underage marriage needs to prove. Of course there are other factors that need to be considered by the court before allowing or rejecting the application,” he said, adding that applications for Muslim underage marriages are not automatically approved but have to be shown to have merits.
2. Women marry young
For the past 40 years, Malaysian women have tended to marry at a younger age than men.
Even as the average marriage ages for both genders have been rising from 25.6 and 22.1 in 1970 to 28 and 25.7 in 2010 for men and women respectively, Malaysian children have still been marrying at a young age and in some cases also ending their marriages at an equally young age.
According to the 2000 census, there were 10,267 out of 2,411,581 children aged between 10-14 who were married, while 229 and 75 children in this age group were widowed, divorced or permanently separated. Girls who were married outnumbered boys in this age group at 58 per cent to 42 per cent.
When broken down according to gender, 4,334 out of 1,237,519 boys aged 10-14 were married as of 2000, while 71 were widowed and 17 were divorced or separated. As for the girls, 5,933 out of the 1,174,062 in this age group were married, while 158 and 58 were respectively widowed and divorced or separated.
The 2010 census oddly does not show any figures for those in the 10-14 age group who were married, widowed or divorced. Instead, it records all 2,733,427 children in this age group as falling under the Never Married category.
As the overall population grew from 22,198,276 in 2000 to 28,334,135 in 2010, the number of those married in the 15-19 age group more than doubled from 65,029 to 155,810, while those who were widowed at these ages went up from 594 to 1,451, and those divorced or permanently separated from their spouse by then increasing from 849 to 1,071.
In 2000, those in the 15-19 age group who were married was overwhelmingly female at 53,196 as opposed to male at 11,833. In 2010, it was split between females at 82,382 and males at 73,428.
3. Demand for child marriages
The census figures reflect what appears to be sustained demand for child marriages in Malaysia.
On March 7, 2016, Women, Family and Community Development Minister Datuk Seri Rohani Abdul Karim told Batu Kawan MP Kasthuri Patto in a written parliamentary reply that the number of applications for Muslim child marriages between 2005 to 2015 was 10,240. The figure for the approved applications was not provided.
The annual average of applications for Muslim child marriages recorded by the Department of Shariah Judiciary Malaysia between 2005 to 2010 is 849, while the annual average for 2011 to 2015 is 1,029, Rohani had said.
As for non-Muslim child marriages recorded by the National Registration Department during the 2011 to September 2015 period, there were 2,104 girls aged between 16 and 18 involved, Rohani said.
The majority of these teenage girls (68 per cent) or 1,424 of them were married to men aged 21 and above, while the remaining 32 per cent or 680 of them were married off to those closer to their ages at 18-21.
Amid calls for child marriages to be banned in law in Malaysia, civil society groups have also advocated recently for the inclusion of what they dub a “sweetheart defence”, where young couples with small age gaps, such as teenagers are spared prosecution.
Critics of child marriages have highlighted high-profile cases such as where a 40-year-old man married a 13-year-old girl that he had raped and a man in his 20s marrying a girl he had raped at the age of 14, while others have raised the chain of problems linked to child marriages such as high-risk pregnancies, greater risk of maternal death and domestic violence, as well as disrupted education.

This is the man at the center of a worldwide storm after advocating legalizing rape on private property - in a sweat-stained T-shirt at the door of his mother's house.
Daryush 'Roosh' Valizadeh, 36, the self-proclaimed 'King of Masculinity' called police after receiving death threats from around the world and canceled a series of 'tribal meetings' in 45 countries set for this weekend.
Valizadeh, who is at the center of public protests at home and in Canada, Australia and the UK, is on record as advocating women be banned from voting, describing a woman's value as dependent on her 'fertility and beauty', and stating that women with eating disorders make the best girlfriends.
In a highly-criticized blog he said that if a woman was raped on private property, it should be legal.
Today he told police that it was meant to be a satirical article and that he had written it in early 2015 and had since put a disclaimer on the piece saying it was satire.
But asked when he had added the disclaimer he admitted it had been placed only 'yesterday'.
The internet geek, who has written a series of books teaching what he claims is the best way for men to use their testosterone to bed women, likes to portray himself as an global businessman.
But as the international storm grew around him today, Daily Mail Online found him in hiding at the cul-de-sac where he ekes out his vile views on his laptop - and sells ads on his website, which cost $150 a day.
Today, dressed in a stained T-shirt and shorts and living in the basement of his mother's home, he was concerned for his safety.
He said he had received death threats from around the world. He played officers voicemails left on his phone and showed them emails.

After dialing 911, two officers visited him and he greeted them in his work attire. One female officer only entered his doorway and he had to bring his laptop to the stoop and front hall to show her how his views on rape had backfired.
He said he had only been aiming to gain attention but had not budgeted for the worldwide anger against him and feared for his safety.
Valizadeh, who used the alias Roosh, said he was canceling the worldwide city weekend meetings of his followers after the threats.
He said he could 'no longer guarantee the safety or privacy of the men who want to attend'.
In a statement he posted online, he apologized to his supporters and said they would be let down.
Meetings had been planned around the US including Washington, New York and Los Angeles and across the globe.
Valizadeh had said he would be attending a gathering in Australia, but backed down after a public outcry there which was echoed, particularly in Britain where 80,000 signed a petition calling on the government to ban him and his meetings using hate crime laws.
He had banned homosexual men from attending as well as all women

He has also complained about the abuse he has received over his views. One message was directed at Glasgow, Scotland, where he claimed 'I've received more threats from Glasgow than anywhere else combined. Is it some kind of convict resettlement zone?'
One Twitter user who replied was comedian and BBC broadcaster Hardeep Singh Kohli, who said: 'It's a city with a moral compass and a degree of self esteem. Try it sometime...'
Singh Kohli was suspended from his working with the broadcasters The One Show in 2009 over alleged 'inappropriate sexual behavior' towards a female colleague. No formal complaint was made and he apologized unreservedly for his behavior and later said: 'We all make mistakes and we all make misjudgments.'
A neighbor of the self proclaimed lothario said she was disgusted at his views.
Esther Eyere,33, a nursing student at Marymount University, said: 'I can't believe he can have views like that, especially about rape. It makes me sick.'
The U.K. government has called for him to be 'ridiculed' and welcomed the cancellation of his meetings.
Britain's Home Office Minister Karen Bradley told parliament today: 'The government condemns in the strongest terms anyone who condones rape and sexual violence.
'We should ridicule, we should show contempt, and we should show that these are the most ridiculous views.
